With 25 years of incentive and financing experience, Tammy C. Propst launched taxadvantagegroup (tag) llc in April 2004. Prior to founding tag, Ms. Propst was the National Partner-in-Charge of KPMG’s Strategic Relocation and Expansion Service practice and Business Incentive Group, where she was responsible for tax credits, discretionary incentives, site selection, and economic development projects nationally. She is part of the team that created Greenville New Markets Opportunity, (GNMO) LLC, the first allocated Community Development Entity (CDE) in South Carolina, and GNMO II, deploying $162 million of below-market capital to stimulate job creation and investment in South Carolina’s low-income communities. In collaboration with the Greenville Local Development Corporation, GNMO and GNMO II have invested in quality job creation and health and wellness projects in South Carolina neighborhoods that show characteristics of economic distress.
While leading tag, Ms. Propst has advised public and private organizations on the formation of CDEs, successfully authored New Market Tax Credit Applications totaling $663 million in funding, and advised both CDEs and borrowers in over $388.7 million of successful closings. With a background in tax credit compliance, tag has created a robust compliance management system that has been implemented for organizations such as a Fortune 5 Retail Company, covering its investments in 50 states, and multiple Community Development Entities covering investment throughout the United States. Outside of the New Markets Tax Credit arena, Ms. Propst assists organizations on the technical aspects of business location in the United States and conducts annual state tax credit reviews for for-project organizations that are investing capital and creating jobs.
Ms. Propst holds a Master of International Business Studies (MIBS) Degree, from the University of South Carolina and an undergraduate degree in Business Administration from Appalachian State University. She attended the Economic Development Institute (EDI) at the University of Oklahoma and the Carl Duisberg Gellschaft, located in Cologne, Germany. Ms. Propst’s experience in economic development financing has led her to publish regularly in site selection magazines and the MultiState Journal of Taxation. She is a member of the Board of Directors of CommunityWorks Inc., a certified CDFI and she is an Advisory Board member of South State Bank and SunTrust Community Development Enterprises LLC.
